“Contraflow is a lane reversal tool designed for higher capacity emergency evacuation of an area. Incoming interstate highway lanes are changed to outbound lanes. This doubles the number of lanes available for outbound evacuation traffic away from the risk area. At the present time MDOT is utilizing this tool, at the request of Louisiana, to assist in the evacuation of southeast Louisiana due to a hurricane threat.”
