The overall mission of Preconstruction is to bring together all engineering processes necessary to deliver quality design
plans that meet the current and future needs of the public. The mission also includes preparing the right of way for construction
in the time established by the approved schedule. To carry out this mission it is necessary to comply with laws, criteria and
regulations established by federal and other state agencies. Coordination with these agencies is a part of that task.
The primary functions of Preconstruction are divided among four divisions: Environmental, Roadway Design, Bridge and Right of Way.
These divisions oversee and contribute to project development for roadways, bridges, Welcome Centers and buildings. The activities
are generally from project location to completion of construction plans. A brief description of each is found on the following pages.
