The Materials Division’s primary mission is to ensure that quality products and materials are used in the building and
maintenance of our state’s roadways. This is accomplished through the testing of materials including soils, aggregate,
hot mix asphalt, cement and paints and the physical testing of geotextile, concrete cylinders and reinforcing steel.
Also performed is the inspection of material manufacturers’ products and plants such as concrete and metal pipe plants,
timber treating plants, etc. The division is also responsible for assisting in the design and construction of all roadway
features that involve subsurface soil and rock, such as bridge foundations, retaining walls, embankments, and roadway cut
slopes.
All of the testing accomplished in the division mandates the keeping of detailed records and certifications of compliance to
satisfy various state and federal guidelines.
