The overall mission of the Construction Division is the construction of highway projects and the coordination of related matters with districts, other divisions, the Federal Highway Administration (FHWA) and other federal government agencies. The primary functions of the division include:

  • Preparing specifications for all construction projects.
  • Making plan-in-hand field inspections of all construction projects; recommending changes in plan details or requirements when necessary or approving the plans for the preparation of a complete set of plans for office review by the Construction Division and F.H.W.A.; preparing Proposals and Contract Documents and preliminary estimates to accompany the plan assembly to the F.H.W.A. for approval.
  • Performing inspections of projects under construction for compliance with contract requirements in accordance with established policy, procedures and the contract.
  • Reviewing, evaluating and recommending approval or disapproval of all Force Accounts, and Class III Supplemental Agreements. Preparing documents of release of Contractors from maintenance obligations and for acceptance of completed projects and recommending approval of same.
  • Preparing for publication uniform technical methods and standards for construction.
  • Preparing for publication, the Standard Specifications for Road and Bridge Construction. Standard Specification books are available to the public for a fee. The current editions of the Mississippi Standard Specifications for Road and Bridge Construction is the 2004 Edition and the 1996 Metric Edition.
  • Cooperating with the Districts, other Divisions, F.H.W.A. and other governmental agencies in advancing the work.
